Chapter 24.--DRAINAGE AND LEVEES
Article 4.--DRAINAGE DISTRICTS WITHIN COUNTIES OR CITIES

      24-416.   Meetings of board.(a) The board of directors shall meet at least once each year. At such meeting,the board shall adopt a resolution stating the time, date and place of allregular meetings of the board. The resolution also shall state that if theregular meeting date occurs on a Sunday or on a legal holiday or a holidayspecified by the board, the meeting shall be held at the same time and placeon the next day following the holiday. The resolution shall be publishedonce each week for two consecutiveweeks in a newspaper of general circulation in the county in which the districtis located. Meetings may be held on the call of the chairperson or at therequest of a majority of the members of the board. Written notice of anyspecial meeting shall be given to members of the board at least two daysin advance of the meeting. The notice shall specify the time, place andpurpose of the special meeting.

      (b)   A majority ofdirectors shall constitute a quorum for the transaction of business, and inthe absence of the presiding officer or secretary a quorum at any meetingmay select a presiding officer and a secretary pro tem. All meetingsshall be open to the public and nomeeting shall be held by the board or any of the members thereof to whichthe public is denied admission and the board shall not at any time go intoexecutive session.
