§ 9-111. Noncompliance with delivery procedures.
 

(a)  In general.- An officer may not deliver to the agent for extradition of the demanding state a person in the officer's custody under the Governor's warrant in willful disobedience to § 9-110 of this title. 

(b)  Penalty.- A person who violates subsection (a) of this section is guilty of a misdemeanor and, on conviction, is subject to a fine not exceeding $1,000 or imprisonment not exceeding 6 months or both. 

(c)  Venue.- The trial of a case brought for a violation of this section shall be conducted in the circuit court of the county in which the violation was committed.
