(a) Program development.- The Office shall encourage and facilitate regional efforts to develop local and regional international trade programs and expertise, consistent with other State efforts, through:
(1) technical assistance; and
(2) matching grants to public or private regional entities.
(b) New enterprises.- The Office shall encourage the location of new international industrial or commercial enterprises in the State, in cooperation with local governments and other entities.
