§ 4-119. Condemnation.
 

(a)  Acquisition of land by condemnation.- A county board may bring condemnation proceedings to acquire land under Title 12 of the Real Property Article if: 

(1) Land is required for any school purpose; and 

(2) The county board is unable to contract with the owner of the land for what the board considers to be a fair valuation. 

(b)  Assistance of county commissioners or county council.- The county board may ask the county commissioners or county council to assist it in bringing condemnation proceedings.
