(a) In general.- Except as otherwise provided, the Secretary may set a fee for any service of a public health and clinical laboratory in accordance with § 2-104 of this article.
(b) Prohibited fees.- Except as provided in subsection (c) of this section, the Secretary may not impose any fee for any service of a public health and clinical laboratory in connection with:
(1) An examination or analysis of a water supply;
(2) An examination or analysis of milk; or
(3) An inquiry that any health officer or physician makes about a communicable disease.
(c) Scope of (b)(2).- Subsection (b)(2) of this section does not apply to the production of farmstead cheese.
