(a) In general.- From among its members, the Board shall annually elect one or more chairpersons.
(b) Elections; terms; duties.- The Board shall determine:
(1) The manner of election of the chairpersons;
(2) The term of office of the chairpersons; and
(3) The duties of the chairpersons.
