(a) Allocation by Board of Public Works.- The Board of Public Works shall:
(1) make allocations of funds available for the Juvenile Services Facilities Capital Program in accordance with this subtitle; and
(2) certify the allocations to the Comptroller and the Treasurer.
(b) Payments by Treasurer.- After the Board certifies the allocations, the Treasurer shall make payments to or on behalf of an applicant, when needed, for the project.
