Funds must not be diverted.

174.200. All appropriations made by the general assembly forthe support of any state teachers college or for the benefitthereof, and all grants, gifts, bequests or donations by anyindividual or corporation for a specified use shall not beapplied either wholly or in part to any other use or uses.
