Commission shall make orders and rules.

205.660. The county commission shall have power to make allnecessary and proper orders and rules for the support andgovernment of the poor kept at such poorhouse, and for supplyingthem with the necessary raw materials to be converted by theirlabor into articles of use, and for the disposing of the productsof such labor and applying the proceeds thereof to the support ofthe institution.
