Appropriations to be itemized.

21.260. Appropriations for the operation and maintenance ofdepartments shall be separately itemized; and separateappropriations shall be made for each item of extraordinaryoperation and maintenance expenditure and for each major capitalexpenditure. Every appropriation law shall distinctly specifythe amount and purpose of the appropriation without reference toany other law to fix the amount or purpose.
