Court, or judge, may appoint new commissioners, when.

528.210. In case of the death, resignation, neglect orrefusal to act, of any of the commissioners appointed by virtueof this chapter, before the duties, trust and services herebyrequired of them shall be completed, the court, or judge thereofin vacation, may appoint another commissioner or commissioners,who shall be vested with the like power and authority as if he orthey had been originally appointed.
