Seal to be affixed, when--exceptions.

28.050. He shall affix the seal of the state to andcountersign all commissions and other official acts required bylaw to be issued or done by the governor, his approbation ordisapprobation of the acts of the general assembly excepted, andall other instruments, when required or authorized by thegovernor, or by law.
