Form of warrant.

33.160. In all cases of accounts allowed against thestate, and in all cases of grants, salaries, pay and expensesallowed by law, the commissioner of administration shall fill inon a form of warrant the amount due and other necessaryinformation. The form of the warrant thus filled in by thecommissioner of administration shall be transmitted with thecommissioner of administration's certification to the statetreasurer. Except when payments are authorized by law to beelectronically transferred, the warrant shall be in such formthat a single instrument shall serve as the warrant and thestate treasurer's draft or check, and shall be so designed thatit is a nonnegotiable warrant when signed by the commissioner ofadministration and becomes a negotiable check or draft after ithas been signed by the state treasurer.
