77.190. The council may also purchase fire engines, hook andladder outfits, hose and hose carts, buckets and all otherapparatus useful in the extinguishing of fires, and organize firecompanies, and prescribe rules of duty for the governmentthereof, with such penalties for the violation thereof as theymay deem proper, not exceeding one hundred dollars, and to makeall necessary expenditures for the purchase of such fireapparatus and the payment of such fire companies.
