Semiannual report, failure to make--penalty.

80.220. If the chairman of the board of trustees of any townshall, at any time, neglect to make, and cause such statement tobe published, as required by section 80.210, he shall forfeit forevery such neglect the sum of fifty dollars, to be recovered bycivil action in any court of record, one-half whereof shall be tothe use of such town, and the other half to the use of anytaxpayer of said town who will sue for the same.
