City has exclusive control of public highways.

82.190. Such city shall have exclusive control over itspublic highways, streets, avenues, alleys and public places, andshall have exclusive power, by ordinance, to vacate or abandonany public highway, street, avenue, alley or public place, orpart thereof, any law of this state to the contrarynotwithstanding.
