Mayor and police authorities can appoint none but residents.

85.005. The mayor, chief of police and members of the boardof police commissioners of any city in this state shall begoverned by the same restrictions and subject to the samepenalties as a sheriff of any county, under the provisions ofsection 57.117, RSMo.
