How certain cities may be included in these provisions.

87.015. Sections 87.010 to 87.105 shall not apply to anycity, village or incorporated town having less than twentythousand inhabitants, until the provisions of said sections shallbe adopted by two-thirds of the voters of such city, town orvillage, voting in favor of the question submitted at anelection.
