88.804. The council of any incorporated town or city in thisstate having a special charter and containing ten thousandinhabitants or less, shall have power, by ordinance, to cause theowner or owners of any property or lot adjacent to any street oralley in said town or city to build, pave, construct, improve orrepair any sidewalk along the side of said property or lot insuch town or city.
