Scope of sections 91.090 to 91.300.

91.300. Sections 91.090 to 91.300 are in addition to thepowers heretofore granted to such cities with reference to thesubject matter hereof, and shall not be construed so as toabridge or take away any of such powers granted to such cities byany statute now in force, not inconsistent herewith, but areintended to enlarge and extend the powers of such cities withreference to the acquisition of waterworks.
