91.810. All such cities are hereby authorized and empoweredto construct such rapid transit improvement, or any part thereof,or cause the same to be constructed, and to provide for thepayment thereof, in part, by special assessment, in the mannerand to the effect that such cities may now or hereafter beauthorized to provide for special assessments for localimprovements.
