95.145. For the purpose of testing the sense of the votersof any incorporated city, town, or village, whether organizedunder the general laws of this state or by special charter or byconstitutional charter, upon a proposition to incur debt asauthorized in sections 95.115 to 95.135, the council, board ofaldermen or trustees, as the case may be, shall order thequestion be submitted to the voters.
