May issue bonds for certain purposes.

95.345. The city council of any city of the third class mayprovide for the purchase of ground, and the erection of cityhalls, fire stations, assembly halls, memorial halls, conventionhalls, public library, hospital buildings, equipment and otherbuildings and the improvement thereof, and for the payment of thesame, and also for all necessary work of improvement specified inchapter 88, RSMo, by the issue of bonds or otherwise, subject tothe conditions and limitations provided by sections 95.120 to95.160.
