Organization of board--rules and regulations.

96.180. The board shall meet and organize by electing one oftheir members president, and one secretary, and by the electionof such other officers as they may deem necessary. They shallmake and adopt such bylaws, rules and regulations for themanagement of such facility and the admission and discharge ofpatients as they shall deem expedient.
