106.130. The president of the commission or the chiefjustice of the supreme court, as the case may be, on applicationof the respondent, or any of his counsel, or either of themanagers, shall issue subpoenas for witnesses and commissions totake depositions where the witness is unable to attend fromsickness or other infirmity, or where the witness is without thestate.
