District No. 1, description.District No. 1 shall contain the counties of Nemaha, Pawnee, Richardson, and Johnson, that part of Otoe County which includes the precincts of Hendricks, South Branch, McWilliams, Rock Creek, Palmyra, Russell, South Syracuse, North Syracuse, Berlin, and Delaware, and that part of Cass County which includes that part of the precinct of Tipton not located within the corporate limits of the village of Alvo.
