The general purpose of KRS 18A.400 to 18A.450 is to assist in the development of a <br>state personnel system that ensures that the employees of the Executive Department are <br>utilized in the best and most efficient manner possible while providing them job security, <br>fair compensation and benefits sufficient to motivate them to achieve their maximum <br>performance for the citizens of the Commonwealth. The General Assembly finds that <br>KRS 18A.400 to 18A.450 are necessary in order to determine and define new methods of <br>quality management which should be adopted for this Commonwealth. Effective: July 15, 1994 <br>History: Created 1994 Ky. Acts ch. 456, sec. 1, effective July 15, 1994.
