(a) The Department of Human Services shall notify each alleged offender of the child maltreatment investigative determination whether true or unsubstantiated.
(b) In every case in which a report is determined to be true, the department shall notify the alleged offender of the investigative determination by certified mail, restricted delivery, or process server.
