9410.  "Contractor" includes a subcontractor.

9411.  "IFTA" means the International Fuel Tax Agreement. The
International Fuel Tax Agreement consists of the Articles of
Agreement, the Procedures Manual, the Audit Manual, as amended from
time to time.
