29976. The following acts are hereby repealed:

Notwithstanding the repeal of said acts the provisions thereof as
codified in this division shall continue to apply to the Palo Verde
Irrigation District.
29978. The repeals effected by this part shall not be construed to
deprive any district or any person or other entity of any substantial
right which would have existed or hereafter exist had such repeals
not been effected.
