      Sec. 16-23. Regulations and service prescribed by department deemed reasonable. All regulations, practices and service prescribed by the Department of Public Utility Control shall be in force and prima facie reasonable, unless suspended or found otherwise in an action brought for that purpose or until changed or modified by the department.
