      Sec. 16-281a. Powers and duties of Department of Public Utility Control under this chapter transferred to Department of Transportation. In accordance with the provisions of section 4-38d, all functions, powers and duties of the Department of Public Utility Control under this chapter are transferred to the Department of Transportation, and whenever the words "Department of Public Utility Control" or "department" are used in this chapter, the words "Commissioner of Transportation" or "commissioner", whichever is appropriate, are substituted in lieu thereof.
