      Sec. 17a-712. (Formerly Sec. 19a-4d). Programs for deaf and hearing impaired persons. The Department of Mental Health and Addiction Services shall establish a program to provide alcohol and drug abuse services to deaf and hearing impaired persons. Said program shall provide a system of prevention, intervention, teaching and aftercare services in a manner which is most responsive to the needs of deaf and hearing impaired persons.
