      Sec. 23-14. Rights-of-way in state parks and forests. The Commissioner of Environmental Protection may grant rights-of-way or other easements on or with respect to any state park or state forest, if said commissioner finds that such purposes are not in conflict with park or forest purposes with respect to such lands.
