      Sec. 31-249e. Decisions of board and referees to be in writing, delivered to parties with appellate notice. Every decision of a referee, or the board shall be in writing and delivered in person or by mail to the parties concerned immediately following its rendition. The decision shall contain a notice setting forth the appellate rights of parties.
