      Sec. 32-236. Provision of assistance to certain financial institutions. Exemption from requirement for approval by General Assembly. In furtherance of the economic development of the state, the Department of Economic and Community Development may provide financial assistance under sections 32-220 to 32-235, inclusive, to a financial institution, as defined in section 12-217u, which has not less than two thousand qualified employees, determined in accordance with subsections (d) and (e) of said section 12-217u, at a facility or facilities located in a municipality in this state with a population greater than one hundred thousand. The provisions of section 32-462 shall not apply to such assistance.
