      Sec. 5-237b. Quality Control Committee. Membership. Duties. (a) There is established a Quality Control Committee to review and evaluate the ongoing performance of state incentive plans established by the Commissioner of Administrative Services pursuant to section 5-210. The committee shall consist of the Commissioner of Administrative Services, the Secretary of the Office of Policy and Management and the chairman of the Management Advisory Council, or their designees, two public members appointed by the Commissioner of Administrative Services and two members of the General Assembly. One such legislative member shall be appointed jointly by the cochairpersons of the joint standing committee of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and one shall be appointed jointly by the ranking members of said committee. The terms of members appointed prior to January 7, 1987, shall expire on said date. The legislative members of the committee appointed on or after said date and one of the public members first appointed shall serve for terms of two years. The other public member first appointed on or after said date shall serve for a term of one year. Thereafter, all appointed members shall serve for terms of two years.

      (b) The committee shall (1) consider ways to make state incentive plans more effective and (2) review and evaluate, on a continuing basis, the effectiveness of the implementation by state agencies of such plans, including improvements in productivity and the establishment of standards for such agencies. The committee shall periodically report its findings and recommendations to the Commissioner of Administrative Services.
