(b) The Board shall consist of 3 members to be appointed by the government of Kent County.

Any member of a board of assessment may be removed by the county government for any failure to perform the duties of his office,
or any other sufficient cause, after due notice and hearing. Any person so removed shall have the right to appeal from the
judgment or decision to the Superior Court, which shall, in a summary proceeding, either affirm or reverse the decision of
the county government. If such judgment or decision be reversed the person appealing shall be remitted to his office and shall
be entitled to all arrears of compensation.
