§1-26  References inclusive.  Wheneverreference is made to a series of sections in the Hawaii Revised Statutes byciting only the numbers of the first and last sections connected by the word"to", the reference includes both the first and last sections. [L1955, c 57, §1(f); RL 1955, §1-31; HRS §1-26]
