[§10-7]  Board of trustees.  The office
of Hawaiian affairs shall be governed by a board to be officially known as the
board of trustees, office of Hawaiian affairs.  Members of the board shall be
elected in accordance with chapter 13D, with reference to sections 11-15,
11-25, 12-5, 12-6, and vacancies shall be filled in accordance with section
