§10-8  Organization; quorum; meeting. The board, at its first meeting after an election, shall elect from its ownmembership a chairperson and a vice-chairperson who shall serve at the pleasureof the board.  Their election shall be immediately certified by the board tothe lieutenant governor.

A majority of all members to which the board isentitled shall constitute a quorum to do business.  The concurrence of amajority of all members to which the board is entitled shall be necessary tomake any action of the board valid; provided that due notice shall be given toall members.

Meetings shall be called and held at the callof the chair or by a quorum, as often as may be necessary for transaction ofthe board's business.  The board shall meet at least once annually on each ofthe islands of Hawaii, Maui, Molokai, Lanai, Kauai, and Oahu.
