[§8-16]  Peace Day.  September 21 ofeach year shall be known and recognized as "Peace Day" to promotepeace programs, improve international relations, and increase educationalawareness of peace; provided that this day is not and shall not be construed tobe a state holiday.  All citizens shall be encouraged to observe and celebratethe blessings of peace and endeavor to create peace on Peace Day.
