§11-132  Two hundred foot radius; admissionwithin polling place.  (a)  The precinct officials shall post in aconspicuous place, prior to the opening of the polls, a map designating an areaof two hundred feet from the perimeter of the polling place and itsappurtenances.  Any person who remains or loiters within an area of two hundredfeet from the perimeter of the polling place and its appurtenances for thepurpose of campaigning shall be guilty of a misdemeanor.  For the purposes ofthis section, a polling place and its appurtenances shall include:

(1)  The building in which the polling place islocated;

(2)  Any parking lot adjacent to the building androutinely used for parking at that building;

(3)  The routes of access between the building and anyparking lot; and

(4)  Any route of access between any publicthoroughfare (right of way) and the polling place to ensure an open andaccessible ingress and egress to and from the polling place for voters.

(b)  The chief election officer may regulateother activities within the area specified in subsection (a) pursuant to rulesadopted by the chief election officer under chapter 91 in order to ensure thesafe and orderly conduct of elections.

(c)  Admission within the polling place shallbe limited to the following:

(1)  Election officials;

(2)  Watchers, if any, pursuant to section 11-77;

(3)  Candidates;

(4)  Any voters actually engaged in voting, going tovote or returning from voting;

(5)  Any person, designated by a voter who isphysically disabled, while the person is assisting the voter;

(6)  Any person or nonvoter group authorized by thechief election officer or the clerk in county elections to observe the electionat designated precincts for educational purposes provided that they conductthemselves so that they do not interfere with the election process; and

(7)  A child for the purpose of observing the votingprocess when accompanied by an adult who is voting provided that this activitydoes not disrupt or interfere with normal voting procedures.

(d)  Within the appropriate boundary asestablished in subsection (a), and the building in which the polling place islocated, the display or distribution of campaign posters, signs, or othercampaign materials for the purpose of soliciting votes for or against anyperson or political party or position on a question is prohibited.  Any voterwho displays campaign material in the polling place shall remove or cover thatmaterial before entering the polling place.  The chief election officer mayadopt rules pursuant to chapter 91 to address special circumstances regardingthe display of campaign materials.
