ยง11-17ย Removal of names from register,when; reregistration.ย (a)ย The clerk, not later than 4:30 p.m. on thesixtieth day after every general election, shall remove the name of anyregistered voter who did not vote in that general election, and also did notvote in the primary election preceding that general election, and also did notvote in the previous general election, and also did not vote in the primaryelection preceding that general election, and also did not vote in theregularly scheduled special elections held in conjunction with those primaryand general elections, if any, with the exception of:
(1)ย Those who submitted written requests for absenteeballots as provided in section 15-4; or
(2)ย Anyone who preregistered pursuant to section11-12(b).
If a person voted, at least once, in any of theabove-mentioned elections, the person's name shall remain on the list ofregistered voters.ย For this purpose "vote" means the depositing ofthe ballot in the ballot box whether the ballot is blank or later rejected forany reason.ย In the case of voting machines "vote" means the voterhas activated the proper mechanism and fed the vote into the machine.
(b)ย The clerk shall also identify or removethe name of any registered voter, if the clerk, after mailing a notice or othercorrespondence, properly addressed, with postage prepaid, receives the noticeor other correspondence as return mail with a postal notation that the noticeor other correspondence was not deliverable.ย On election day, any person identifiedor removed shall have the person's name corrected or restored in the registerand shall be allowed to vote if the person completes an affidavit or other formprescribed by the chief election officer affirming that the person:ย claims theperson's legal residence at the address listed on the register; changed theperson's legal residence after the closing of the register for that election;or, moved to a new residence within the same precinct as the person's residenceas listed on the register.
(c)ย The clerk may remove the name of anyregistered voter, if the voter so desires and properly notifies the clerkpursuant to the procedures established by the chief election officer.
(d)ย Any person whose name has been removedfrom the register, at any time prior to the closing of the register, asprovided in section 11-24, may have that person's name restored in the registerby presenting oneself to the clerk and reregistering pursuant to section 11-15,or by making application by mail or otherwise pursuant to proceduresestablished by the clerk.ย The clerk shall require satisfactory evidence toestablish the identity of the applicant.ย The names of all those persons shallbe reentered in the register.
