§11-210  Study and recommendation.  Atleast one year prior to a primary, special primary, or general election, thecommission shall submit to the legislature:

(1)  A study and recommendation of reasonable campaignexpenditure and contribution limits and the factors which may be relevant intheir establishment; and

(2)  A report concerning the status of the Hawaiielection campaign fund, and shall request an appropriation if the total amountof revenues comprising the fund is insufficient to partially finance allcandidates for a particular primary, special primary, or general election asset forth in section 11-218.
