§11-51  Appeal from board.  Any affectedperson, political party, or any of the county clerks, may appeal to theintermediate appellate court, subject to chapter 602, in the manner providedfor civil appeals from the circuit court; provided that the appeal is broughtno later than 4:30 p.m. on the tenth day after the board serves its writtendecision, including findings of fact and conclusions of law, upon theappellant.  This written decision of the board shall be a final appealableorder.  The board shall not consider motions for reconsideration.  Service uponthe appellant shall be made personally or by registered mail, which shall bedeemed complete upon deposit in the mails, postage prepaid, and addressed tothe appellant's last known address.
