[§11-8.5]  Elections review program. The elections commission shall develop and implement an elections reviewprogram to:

(1)  Review the operation and performance ofelections;

(2)  Make recommendations to the chief electionofficer on methods to improve elections;

(3)  Establish policies for the administration of anelections observer program, to include ensuring the validity and reliability ofelection results;

(4)  Conduct a biennial evaluation of the operation ofelections;

(5)  Submit the findings and recommendations from thebiennial evaluation to the legislature, not less than twenty days prior to theconvening of each regular session held in odd-numbered years; and

(6)  Adopt rules in accordance with chapter 91 tocarry out the purposes of this section. [L 2004, c 57, pt of §6]
