[§21F-3]  Joint legislative budgetcommittee established; purpose.  The joint legislative budget committee ishereby established.  The committee shall ascertain facts and makerecommendations to the legislature and to the houses thereof concerning:  the statebudget; the revenues and expenditures of the State; the organization andfunctions of the State, its departments, subdivisions, and agencies; and othermatters as may be provided for in the rules of the senate and the rules of thehouse.  The committee shall have a continuing existence and may meet, act, andconduct its business at any place within this State, during the sessions of thelegislature or any recess, and in the interim period between sessions.
