§27-11  Planning, construction, andimprovements of public school facilities and grounds; custodial and janitorialservices for public schools; transportation of school children.  Thefollowing functions and services, heretofore performed by the several countiesunder contractual arrangements with the State, shall be directly administeredand performed by the department or departments, or divisions of government designatedby the governor:

(1)  Planning, construction, and improvements ofpublic school facilities and grounds; provided that the department of educationshall add to its list of considerations in the planning and development ofschools the role of the Hawaii public housing authority in developing housingprojects and the resulting educational needs of those housing projects; andprovided further that nothing in this section shall be construed to prohibitthe Hawaii public housing authority from planning educational facilities andrelated infrastructure as a necessary and integral part of its housingprojects;

(2)  Repair, maintenance, custodial, and janitorialservices for public school facilities; and
