§27-5  Modification to preserve federal aidor bond obligations.  The governor may, only to the extent necessary topreserve the receipt of any federal aid and not to impair the obligation of theState or counties to the holders of any bonds issued by the State or counties,modify the strict provisions of this chapter and shall promptly report any suchmodification with the governor's reasons therefor to the succeeding legislaturefor review.
